"Contents Dislodged During Shipment" by Tin Huey
Another underrated gem, also from Akron, like my last suggestion. Unlike my last one, however, I wouldn't really say Tin Huey is Devo-esque. I'd compare them more to Oingo Boingo, personally (high praise). Anyway, this album has a really unique and, dare I say, modern sound to it despite coming out in 1979. I highly suggest it!
